Canadian Citizenship: Update on Intake of Applications
As part of a recent program update, Global Affairs Canada (“GAC”) will reduce its intake role of proof of citizenship applications submitted abroad and will no longer conduct completeness checks for citizenship applications filed outside Canada and the United States. Instead, IRCC’s Digitization and Identity Operations Division (“DIOD”) will now conduct only a minimal completeness review of paper proof of citizenship applications, including those submitted internationally.
At first glance, this may appear to be a simple administrative change. In reality, however, it underscores an increasingly important reality in Canadian immigration and citizenship law: applicants are expected to closely follow application instructions and provide complete, organized, and accurate submissions from the outset.
Recent changes to Canadian citizenship law have generated substantial interest among individuals with Canadian ancestry, particularly those born outside Canada to Canadian parents, grandparents, and potentially even earlier generations. For many years, the “first-generation limit” restricted citizenship by descent for children born abroad to Canadian citizens who themselves were also born outside Canada. However, recent legal developments and legislative changes have opened the door for broader recognition of citizenship rights in certain circumstances.
